This element represents the individual municipal and county stakeholders that own/operate traffic management/ITS equipment. Many of these stakeholders have a center that receives traffic information and manages the roadway equipment accordingly, as well as coordinates traffic signal control. This element includes the municipal and county public service departments and engineering departments.
